Former Chief Bellaire: what the record shows

CBC reported an investigation substantiated that Jason Bellaire made comments breaching WPS directives. A human rights complaint is unproven.

Jason Bellaire joined Windsor Police in 1995 and became chief on Dec. 1, 2022, on a five-year contract.

Confirmed: a third-party investigation concluded Jan. 16, 2025 "substantiated that Chief Jason Bellaire made comment(s) that constitute a breach of WPS Directive(s)," according to a confidential summary obtained by CBC News. It found the comments did not amount to a poisoned work environment. The Windsor Police Service Board announced his retirement on Feb. 5, 2025, with no reason given. His last day was Nov. 28, 2025.

Alleged, not proven: Insp. Ed Armstrong filed a human rights complaint in March 2024. Its allegations have not been proven before the Human Rights Tribunal of Ontario. Mediation failed in June 2025. No ruling on the merits has been found.

Unconfirmed: whether the findings led to his retirement. No official source links the two. Bellaire told the Windsor Star the controversy "wasn't the compelling reason."
